Program Description
Through our recovery programs, the City of Houston is committed to building a resilient and equitable city after Hurricane Harvey. Our housing recovery programs seek to build safe and affordable homes across our city, in communities where people can thrive. This means investing in homes – rebuilding existing housing stock and constructing new homes in areas safe from future flooding – as well as in community amenities, economic engines, and resilience activities. The department has identified $350 million to be directed into the Multifamily Program to be targeted into development or rehabilitation of apartment and rental communities throughout the city.

Program Qualifications
Applicants for CDBG disaster recovery funding must apply for developments to be located within the city limits of Houston. The rental developments cannot be located in the floodway and development within the 100 year or 500 year floodplain is highly discouraged. Owners of the rental developments must agree to lease at least 51% of the total units to low and moderating income households.

Application Process
HCDD releases an Notice of Funding Availability to accept applications from owners and developments. Its next NOFA is anticipated to be released in January 2020. Applications notices and requirements can be found on its website located here. https://recovery.houstontx.gov/contracting/.
