April 11, 2025 - Charges have been filed against a suspect wanted in the fatal shooting of a man at 2599 Wheeler Avenue about 2:35 p.m. on April 4.

The suspect, Derrick W. Foster, 41, is charged with murder in the 482nd State District Court. A 2022 booking photo of Foster, who is not in custody, is attached to this news release.

The victim is identified as Melvin Jackson, 43.

HPD Homicide Division Detectives G. Rangel and H. Montealegre reported:

HPD patrol officers responded to a shooting call at the above address and found an unresponsive man with a gunshot wound lying in the roadway. Houston Fire Department paramedics responded to the scene and pronounced the man, later identified as Mr. Jackson, deceased.

A preliminary investigation determined the shooting may have resulted from a prior argument at a nearby convenience store.

At that time, there was no known suspect description.

Further investigation identified Foster as the suspect in this case. The Harris County District Attorney's Office was contacted and Foster was subsequently charged. Foster remains at-large.
