August 14, 2023 - Charges have been filed against a suspect arrested in the shooting of a man at 16803 City View Place about 11:15 on Saturday (August 13).

The suspect, Brian Josue Torres Banegas, 30, is charged with aggravated assault in the 177th State District Court. A booking photo of Torres is attached to this news release.

The victim, 39, was transported to an area hospital in stable condition.

HPD Major Assaults & Family Violence Division Detectives S. Elias and M. Bellahna reported:

HPD patrol officers responded to a shooting at an apartment complex at the above address and found the victim with gunshot wounds. Houston Fire Department paramedics transported the victim to the hospital.

A preliminary investigation determined several neighbors were gathered outside of an apartment for a celebration when the victim and suspect (Banegas) got into an argument. According to witnesses, Banegas discharged a firearm into the air and then shot at the victim, striking him twice.

Banegas initially left the scene in his vehicle, but later returned and provided at statement to officers regarding his involvement in the shooting. The Harris County District Attorney's Office was consulted and Banegas was subsequently charged and booked into the Harris County Jail.
