Investigation into Shooting Incident at 7890 Locksley

January 28, 2019 - Houston police have learned a child critically injured in a crash at 7500 Harrisburg Boulevard about 1:15 a.m. on January 20 has died.  

The female victim, 5, was transported to Texas Children's Hospital with severe head trauma.  She was pronounced deceased at the hospital on Saturday (January 26).  Her identity is pending verification by the Harris County Institute of Forensic Sciences. 

A second female victim, 24, was transported to Ben Taub General Hospital with broken bones and is expected to survive.    

The suspect, Isreal Suarez Lugo (H/m, 34), is charged with intoxication assault in the 339th State District Court.  A booking photo of Lugo is attached to this news release.  

HPD Vehicular Crimes Division Sergeant D. Rodriguez and Officer R. Singelton reported:  

According to a witness, Lugo was driving a red GMC Sierra pickup truck westbound on Harrisburg and swerving between lanes of traffic.  The driver of a black Cadillac CTS was traveling northbound on South 75th Street, approaching the intersection of Harrisburg, and had the green light.  As Lugo approached the intersection of South 75th, he accelerated and ran the red light, striking the Cadillac as it entered the intersection.  

The two female passengers in the Cadillac were transported by Houston Fire Department paramedics to the hospital.  A 15-year-old male passenger in the Cadillac was transported to Texas Children's Hospital as a precaution.  The driver of the Cadillac was transported to Houston Methodist Hospital for evaluation. 

Lugo was detained at the scene, determined to be impaired, and subsequently charged.  His passenger in the pickup truck suffered minor injuries and was treated at the scene and released. 

Investigators will consult with the Harris County District Attorney's Office to determine if charges against Lugo will be upgraded.
