Suspect Charged in Fatal Traffic Accident at 14500 U.S. Highway 290 July 6, 2009 - Charges have been filed against a motorist arrested in a fatal traffic accident at 14500 U.S. Highway 290 (Northwest Freeway) near Fairbanks North Houston about 4:35 a.m. on Sunday (July 5). The suspect, Scott Huebner (w/m, DOB: 12-9-81), is charged with criminally negligent homicide in the 351st State District Court. The deceased male pedestrian, Isidoro Ramirez, 27, of Houston, a Safe Clear wrecker driver, was pronounced dead at the scene. HPD Vehicular Crimes Division Sergeant P. Casares and Officer D. Schlichter reported: Mr. Ramirez was assisting a motorist with a disabled white Chevrolet 1500 pickup truck on the right shoulder of the Northwest Freeway eastbound when the driver (Huebner) of a black Ford pickup truck struck the Chevrolet pickup. Ramirez was standing between his flatbed wrecker and the Chevrolet pickup at the time and was killed on impact. Huebner was taken into custody and believed to be under the influence of a controlled substance. He was treated and released from Ben Taub General Hospital and then taken to jail.
