Officer-Involved Shooting Incident at 200 West Loop South

May 2, 2008 - A suspect fatally shot by Houston police at 200 West Loop South on Tuesday (April 29) has been positively identified.

The Harris County Medical Examiner’s Office reported that fingerprints identified the deceased male as Roland Vincent Carnaby (w/m, DOB: 11-24-55).

HPD Homicide Division Senior Police Officers C.L. Scales and R.P. Martinez reported:

HPD officers made a traffic stop on the driver of a Jeep Commander on Highway 288 about 9:45 a.m. on Tuesday. The traffic offender identified himself as a federal Central Intelligence Agency (CIA) officer. The suspect then sped off, leading officers on a vehicle pursuit. He was finally stopped in the 200 block of the West Loop South service road.

Once stopped, the suspect refused to exit the vehicle. A window of the suspect’s vehicle was broken out by one of the officers. The suspect then reached under the seat and grabbed an object as he began to exit the vehicle. At that time, two officers fired at the suspect, who was transported to Ben Taub General Hospital where he was pronounced dead.

The two officers who discharged their weapons, Sergeant A.J. Washington and Officer C.A. Foster, both assigned to the Traffic Division, were not injured. Sergeant Washington was sworn in as an HPD officer in February 1986 and Officer Foster was sworn in in August 1993.

The suspect was found to have possessed three firearms inside the vehicle.

As is customary in HPD officer-involved shootings in the city limits, the incident is being investigated by the HPD Homicide and Internal Affairs Divisions as well as the Harris County District Attorney’s Office.
