Traffic Incident at 6700 Cullen January 12, 2008 - Houston police are investigating a fatal traffic accident in the 6700 block of Cullen Boulevard about 12:50 p.m. on Saturday (Jan. 12). The victim is identified as David Joubert, 60, a deputy constable with the Harris County Precinct 7 Constable’s office. He was pronounced dead at Memorial Hermann Hospital. HPD Mobility Incident Management Division Sergeant N.A. Perry and Officer O.D. Lewis reported: Deputy Joubert, a motorcycle deputy constable, was off-duty on his motorcycle, traveling north on Cullen Blvd. with a silver Mitsubishi Galant traveling in the same direction several yards ahead of him. The driver of the vehicle turned left from the right lane in order to U-turn in the divided median. At that time, Deputy Joubert’s motorcycle struck the vehicle’s driver side door. The deputy was thrown from the motorcycle and then dragged by the vehicle. Paramedics were called and transported Deputy Joubert to Memorial Hermann Hospital where he died from his injuries.
