Update on Traffic Incident at 9900 North Freeway January 03, 2008 - Charges have been filed against a motorist involved in a fatal traffic accident in the 9900 block of the North Freeway (Interstate 45 North) service road about 3:10 a.m. on December 31, 2007. Micaela Elizabeth Liem (w/f, DOB: 10-26-70) is charged with intoxication manslaughter in the 209th State District Court. She was arrested at the scene after officers responding to the scene detected a strong odor of alcohol on her breath. A mandatory blood draw and test were performed at an area hospital. The victim, Clinton L. Washington, 43, of 2702 Windbern, was transported to Ben Taub General Hospital, where he later died. HPD Mobility Incident Management Division Sergeant R.C. Gonzales and Officer J. Lin reported: Mr. Washington, a taxi cab driver, was traveling south on the North Freeway service road and stopped to check on a motorist involved in a one-car accident. Washington was walking around the scene of the accident when a gray Honda CRV, driven by Ms. Liem, struck him. The motorist involved in the original accident was not injured.
