Charge Upgraded on Wanted Murder Suspect From 10700 Fuqua #267 August 26, 2008 - Charges have been upgraded against a suspect wanted in the fatal shooting of one man and wounding of another at 10700 Fuqua #267 about 12:10 a.m. on August 7. The wanted suspect, Fredreck James Douglas (b/m, DOB: 6-22-88), is charged with murder and attempted murder in the 208th State District Court. The second suspect, Joe Everett Foster Jr., (b/m, DOB: 12-14-79) is charged with aggravated robbery in the 208th State District Court. He was arrested on Monday (August 18) without incident. The deceased victim, Andrae Shelton, 28, of Houston, suffered multiple gunshot wounds to the neck, chest and arms and was pronounced dead at the scene. The second victim suffered multiple gunshot wounds and was transported to Ben Taub General Hospital where he underwent surgery. HPD Homicide Division Sergeants J. Rubio and J.T. Parker and Senior Police Officers B. D. Evans and C.L. Scales and Officer D. K. Gunter reported: Mr. Shelton and the second victim were standing outside of apartment #267 at 10700 Fuqua when Foster and Douglas approached them. At some point, the victims and the suspects got into an argument and several shots were fired. Foster and Douglas then fled in a late model Dodge Magnum with a custom two-tone, black over silver paint job. An extensive follow up investigation developed Foster and Douglas as suspects in this case, with Douglas believed to be responsible for the shooting. Fredreck Douglas is about 5 feet 10 inches tall and weighs about 170 pounds. His hair is possibly in dreadlocks. He is believed to be in the Houston area after traveling to Florida to evade detention after the robbery and murder.
