HPD Announces Vendor for Red Light Camera Program
February 7, 2006 -- The Houston
Police Department has selected American Traffic Solutions to install
high resolution digital systems for photo enforcement of red light
violations throughout the city. The decision to select ATS was
reached following an evaluation process of the four vendors who
took part in the 30-day testing period that ended in early January.
Executive Assistant Chief Martha Montalvo, who
is overseeing the program, said that a committee which includes
a representative from the Houston-Galveston Area Council evaluated
the companies and determined that ATS was the most qualified.
The criteria that was looked at included clarity of the companies'
request for proposals, conformity with technical requirements,
performance during the testing period, financial strength, and
Minority and Women Business Enterprise participation.
"ATS had the highest score in all of the
areas that were looked at," said Chief Montalvo. "Their
system produced the clearest images and they provided us with
timely reports," she added.
A final contract for council's consideration
will be ready in 3-4 weeks. Once council approves, ATS has 30
days to have the systems installed and in operation. The systems
will initially be installed at ten intersections. From that point,
the number of locations monitored will grow in increments of ten
until a total of 50 is reached.
