Officer S. Frank, a four-year-veteran and Officer
D. Carter, a two-year-veteran, assigned to the North Patrol Division
initiated a felony traffic stop of a Dodge Intrepid. This vehicle

of the aggravated robbery observed the stolen vehicle driving
off with a black Ford truck following. Uniformed HPD Officers
