Incident at 7700 Claiborne

March 2, 2005 -- Charges have been filed against a suspect who attempted to evade Houston police officers in a vehicle and foot pursuit in the 7700 block of Claiborne on Tuesday, March 1, 2005, about 5:30 p.m.

The suspect, Bobby O. Lipscomb (b/m DOB: 05-06-82), was shot at by the officer, but not injured. The suspect has been charged in the 178th State District Court with endangering a child, evading arrest, and felon in possession of a weapon.

HPD Homicide Division Sergeant J.T. Wyers and Officer M.S. Walker reported:

Houston police officers attempted to detain and question Lipscomb, who was in a vehicle and believed to be involved in a narcotics transaction. Officer E. H. Schmidt, a 5 year veteran who works at Northeast Patrol, attempted to stop Lipscomb around the area of Homestead and Parker. Officer Schmidt pursued the vehicle as it fled the area. The vehicle was occupied by Lipscomb, his girlfriend and her three children (ages 2, 3, and 4). After a short pursuit, Lipscomb exited the vehicle while it was still running and fled on foot. Officer Schmidt exited his vehicle and chased Lipscomb through a residential area. Officer Schmidt observed Lipscomb drop a pistol and pick it up. After Lipscomb refused to obey the officer's repeated verbal commands, Officer Schmidt fired once at the suspect in self-defense. Lipscomb was not injured
and continued to flee but was apprehended soon after without incident.

As in all officer-involved shootings, this incident is being investigated by HPD Internal Affairs and Homicide Divisions, as well as the Harris County District Attorney's Office.

According to witnesses, two vehicles appeared to have been racing southbound at the above address when one of them, a black Lincoln MKZ, struck the victim, a pedestrian, as she was crossing the street eastbound in a crosswalk at the intersection with Selinsky Road.  The driver of the Lincoln fled the scene without stopping to render aid.  Paramedics were called and pronounced the victim deceased.
