Keep Houston Clean Ordinance to Combat Illegal Dumping
Over the past two years, Houstonians have reported more than 18,000 illegal dumping complaints. Illegal dumping threatens public health, worsens drainage and flooding risks, and leaves neighborhoods paying the price.
Council Member Alejandra Salinas is proposing the Keep Houston Clean Ordinance to hold construction, demolition, and renovation projects accountable for properly disposing of their waste.
What would the ordinance do?
- Before construction: Projects submit a simple waste management plan showing how and where construction waste will be legally disposed of before receiving a permit.
- After construction: Projects provide proof of lawful disposal, such as weight tickets or hauler receipts, before receiving a certificate of occupancy or final inspection approval.
- City guidance: The City of Houston will provide an upfront public directory of licensed disposal facilities and waste haulers, along with an educational checklist explaining legal disposal options and requirements.
